Steam Friends Creates Steam Issues

Any help will be appreciated, this is also why most of you ZM regulars haven't seen me on ZM ruling with an iron fist. 8)

damn steam...

How do I fix my friends Shift+Tab so it will show up? I've tried to turn it off and then back on but it doesn't work. then I tried to exit Steam all together and when I tried to restart the program it gives me "Steam - Error: Failed to load overlay localization file."
I cant get back onto steam what so ever now.
