Changes on dust2 server

i have added/fixed the commands listed below:

!vent - connects you to our vent server (wont work if you have a user profile and login password)
!livestats - shows the live stats of our servers as far as -- online, player count, ip, and so on.
!motd & motd - have been fixed so players can review the rules
