Players getting auto muted

People votemutes somebody with no steam.
It mutes all the 0:0:0 steams, so all non steam players get muted.
Make it mute the IP in the 0 steams.

Im pretty sure everyone, or almost everyone has a 0:0:0 steam id when they join a No-Steam server.
