correct me if i'm wrong but lag has to do with how many ppl are using that isp in that area at that time and the mps of your connection i.e the more people on one isp at one time or the number of people using the same network at the same time say before 8 am and after 5 pm are peak times in most areas and your setup as far as your processor , ram hard drive and what and how many ghost programs are running in the background i.e whenever my avg antivirrus kicks on in the morning to do it scans my rates and lag go up to 300 + at times so i have to ether wait for it to finish or disable it and also anything like mp3 players and downloads will cause it to shoot up ( like my gay midget porn downloads LOL ) so therefore i say make sure all your hardware is up to date and fully functional with latest drivers and shit, make sure you don't have any major ghost programs running in the background that are eating up all your ram and cpu and no other programs are running either on your desktop other than what u need and defrag your hard drives and comp every few months and oh ya clean out all those damn dust bunny's floating around in your fans and case every few months and after that it's outta your hands pretty much
