changing some connection configurations for dust2 and office

this is to fine tune the settings of the servers and make them more enjoyable (to the extent i can) as far as your connection goes.

if you notice any issues this week please post them here. the configs on the servers will change nightly till i find the settings we all like and feel are smooth.
