If he's ban evading based on IP ban, his address probably won't route back to his actual IP since he's probably using a proxy or a Jap/TOR kind of setup... So more than likely, the ISP you would send it to has no idea who he is... However, Sio being the pimp-master-flex that his is, probably / might know a way around it.... But I think the problem would be finding his actual IP
So.. I take that back... For me, running a trace on every IP that he has been banned for always points back to Oregon (Portland area).. probably not using a proxy or anything, probably just some punk retard flipping his mac to get a new IP everytime, so maybe calling his ISP will work...
